   Both are lovely. Perhaps lan ha bay instead of Halong, but do 2 nt cruise not 1 as its not worth it. Ninh Binh stayed 3 nights 2 in centre and 1(tam coq) we wished we’d stayed 3 at Tam coq. We were there a few days ago, has a nice vibe about it. Loved it.

   If you decide on Ninh Binh, actually look at staying at Tam Coc, you can walk to the river boats and it is a cute small village you can walk around, in the middle of ricefields and the limestone karst mountains where as Ninh Binh is a city, 10 mins away. We stayed in Liberty Hall Tam Coc Hotel & Villa, 3 min walk down a lane behind restaurants & the main Street. 2 or 3 nights is enough.

   Depends how much time you have, for shorter 1-2 days trip, Ha Long is fine, in Ninh Binh you can spend 4-5 days or more and you still have something to do

   Flip a coin you won’t loose either way! I have done both + cat ba and loved it all however I personally prefer Ninh Binh.
