it could be either, but 1 night of inconvenience vs 4 nights in upgraded room could be good. I would call them and ask for name and location of partner hotel. If they hesitate at all its kinda scam, they ve overbooked there hotel so they try send lower paying guests to an another hotel and get commission from them. If you cannot speak VN then text them and ask them for other hotel and address so you can check online where it is.
