   This is Vietnam and the sovereign currency is Vietnam Dong. It is highly illegal to request payment in anything but VND. The Govt will heavily fine them and take away their tourism licence if caught requesting payment in any other currency than VND. It’s one thing to offer to pay in USD and they’re free to refuse or accept. But to request USD in a quote and they will be inviting trouble from the Communist party and the Police who moniter FB groups like this one.

When you go with an agency, they take care of everything for you — transportation, transfers, tour guide, entrance tickets, lunch — basically everything from A to Z. And even if any problems happen during the journey or the tour, they will handle it for you.
