We’ve just been to the old quarter and is still running g there
It’s not completely closed, but sometimes the authorities control the entrance for safety. You can still visit if you go with a café or local guide.

That train is the only North-South track that the French built. Unless Trump bombed it by mistakes thinking Hanoi is Teheran, it will go on forever. They may close the cafe shop seatings out of safety concern but not the train.
There is 2 train streets. 1 is closed untill the election on 15th march. The other is open and everyone is going to that 1 in the old quarter. Too many people to enjoy the experience 😪 I was pushed and shoved down.
