To define “damaged” give the word its ordinary meaning. So literally any ripping, staining or defacing can amount to damage. There is no minimum threshold as to what constitutes “damage”. In this case, I share the views of other commenters as I can’t see what the image is supposed to be. However, if you have any concerns whatsoever, the safest course of action is to get a new passport issued.

I think as long as they can scan it and there isn’t a load of pages ripped out it’s fine. The front of mine is totally worn out so can’t see the Great Britain etc didn’t even look. Just scanned and through.
When are you travelling if you have concerns then get a replacement passport before you go if you have time

They will refuse if it if it looks like it’s been tampered with
