Pollution + people smoking cigarettes in public places + burning paper + burning incense = severe respiratory issues!
HCMC: way more lively and lots of things to do and eat 24/7, a city of 10 million including many different ethnic minority groups and nationalities (food, food and more food). You could stay here for 4 weeks and still only see a small percentage of what the city has to offer. Transport: international airport, bus hub for the Mekong Delta, highlands and central VN, same for the train. Easy access to Can Tho, Ben Tre, Vung Tau, Dalat, Cambodia. Best markets in Vietnam for shopping, tons of history, museums, street food, entertainment, great party scene. It has something for everyone.

Hanoi hands down. HCM is okay but I loved Hanoi.
Saigon for sure and its warmer
