During tet month yes
There can be lines at any time of the day or night depending on how many international jumbo jets have landed. The last time I arrived at 1:30 AM and there was a 1 1/2 hour wait to get thru customs and immigration. I had fast tract and it took me 15 minutes to the carousel. If you don’t mind waiting forgo it. It is a hit or miss crapshoot.
Oxygen & water are needs. Fast track is never a need

Only in hcmc, it’s busy there all the time, you can wait two hours to get through immigration, but it’s up to you if you need it or not
