Are you declining the currency conversion and/or choosing to be debited in local currency? That’s a worldwide trick ATMs use to get people to accept an inflated rate.
Open a Charles Schwab account. They rebate any ATM withdrawals.
VP BANK does NOT charge for withdrawing VND from their atm’s
