What’s the exchange rate?
I suggest looking into getting a HSBC card and use HSBC atms. I remember once I was getting a better rate than the official exchange rate on Google! Usually these ATM’s are in popular spots (da nang, ha noi, hochi)

100 usd…3% is 3 dollars in a country where 100 last for days. I am sure nobody can go to an Atm and get 10000 usd to walk around
It’s not the ATM fees that most foreigners are concerned about, it’s the network security in a foreign country. Having your atm card or credit card compromised will be very difficult to obtain a new card replacement when you are traveling.
