Planning 2 days in Phong Nha and I want to rent a scooter to get to Paradise Cave and the botanical garden on my own schedule. My hotel says they can arrange one, but I have read conflicting things about whether foreigners can legally rent without a Vietnamese license.
Do the rental shops in Phong Nha actually check for a license, or do they just hand you the keys? I have an international driving permit from home, not sure if that counts for anything here.
Not trying to do anything sketchy, I just want to know what the real situation is before I show up.

From what I saw in Phong Nha, most rental shops just hand you the keys and a helmet. They did not ask me for any license. Your international driving permit is technically not valid for motorbikes in Vietnam, but nobody on the ground seemed to care. The hotel-arranged ones are usually the safest bet because they know the shop.

That is a relief. Did they ask for a deposit or your passport? I am not comfortable leaving my actual passport anywhere.

We left a 2 million dong cash deposit, no passport involved. Take photos of the bike from every angle before you ride off, the scratch game is real. Have fun, the road to the botanical garden is beautiful.
