Tipping in Vietnam, what is the deal? Do I tip or not?

Sorry if this is a silly question but I am getting opposite answers everywhere. Some blogs say tipping is not a thing in Vietnam at all, other people say you should tip your tour guide and driver. Which is it?

Like in restaurants, if there is already a service charge on the bill do I still leave something? And what about Grab drivers, the app asks for a tip sometimes. I do not want to be rude but I also do not want to look like a clueless tourist throwing money around.

What do you actually do in real life? Just tell me the normal thing.
