Hello,
I intend to book a flight landing in Hanoi between 6:20 and 6:40 am, which means I should arrive at my Old Quarter hotel around 8:30 am. I understand that the standard check-in time at most hotels in Vietnam is 2:00 pm. What are the best ways to occupy my time during this gap? Do hotels typically permit an early check-in? If so, what is the approximate fee, usually expressed as a percentage of the daily rate?

In our experience hotel can give best advice on local breakfast and what might work in terms of something to do in the vicinity. Alternatively, start on your list as Scott suggests. Grab is very straightforward and inexpensive. Would be surprised if the hotel wouldn’t store your luggage and contact you as soon as room is ready, which may be well before 2pm. If you let them know your circumstances, they can probably give you an estimate of earliest possible check in.
If you really want access to a room, there may be some very cheap options around your hotel to do as suggested and book the night before and check in in the morning. We did the reverse of this. We had a late flight and checked out of our hotel and into a budget one a couple of doors down just for the bed and bathroom. Very clean. we had the opportunity to view it ourselves as we were there. Sounds a bit daft but we felt more comfortable doing this on our day of departure rather than leaving our bags in our lovely hotel and using the spa shower facilities they had kindly offered. The new hotel obviously meant we had all day access to a bathroom and the chance of a nap prior to departure for the journey home. Worked for us

Most places will let you store luggage, either on arrival or departure. The best thing is once you have selected a hotel, ask them.
There’s plenty of things you could do.
Hoa Lo Prison, temple of literature, Dong Xuan market, the mausoleum, walk Hoan Kiem Lake….

Book just one day extra if you wat to have certainty
Hanoi is chock full of hotels.
Impossible to say which ones will allow early check in or not.
In my experience it all depends on availability anyway.
Better to contact your hotel and ask.
You can also check to see if you can drop off your luggage for storage.

Can you let me know places I can visit post dropping luggage at hotel till the check-in time? I would like to have a nice breakfast and maybe see some place
If your hotel is not too expensive, maybe book a room for the night before, so you know you can go straight to your room and probably have breakfast as soon as you arrive. Sometimes a hotel will give a discount if you do not sleep the whole night there. An early check in is unlikely to be from 8.30am. It feels a bit extravagant but something I am always grateful for when arriving early after a night journey.
